I believe the casting time is around 1,5 sec and it is devided by it's levels. During casting the levels are displayed counting up, enabling the player to cut the casting short for a lower level bolt, lower damage, same freezing power.
This means that a c3 cryomancer with 15 levels of ice bolt can cast a bolt in 0.1 sec, while walking, likely freezing the target(s) in place.

3 bolts, 15 sec cooldown.
Very handy for cc or escapee mobs.

Anyone know the casting time? it looks to be about 1 sec, same as Energy Bolt, but it doesn't even state that it has a casting time.
