It would seem the "armor break" duration on normal mobs is infinite once applied. For bosses it scales by level of the skill. Level 1 of this skill will add "armor break" on bosses for 8-12 seconds. I haven't tested level 2-4 but at level 5 this skill will add "armor break" to a boss monster for 32 seconds. With a cooldown of 40 seconds maxing this skill for 32 seconds up time on bosses could be worth it.
