Skill has no cooldown and the execution time is only 0.6 seconds, which is close to normal attack speed. Skill will be very useful for attacking leather armor mobs since it basically turns any weapon into a Pierce weapon. Keep it at rank 1 so the Sp cost stays as low as possible.
Should be useful at any point in the game.
