You have to active the "Rune Caster Master".

This quest gives you the Title: "Rune Interpreter" ;-)

How to activate this quest? I already find the runes in Galeed but when I go to Goddess' Ancient Garden the Master wasn't there. Is there's any way to find her without need to be Rune Caster?
