It's about the control
Want to be an alchemist but don't want to be a sidekick with only support buffs? This is a build where you can solo with ease, and still be the brewer you want later.
Pros and cons
Pros:
-You do heck a loads of damage with Icewall + psychic pressure
-You kill bosses in seconds (Unless they resist ice or magic)
-Potion brewing as an alchemist (as always)
-Your CC is superb with sleep, freeze, snow rolling and frost pillar.
Cons:
-Skills that get canceled by disruption from monsters would leave you skilless for awhile.
-Ice wall has a minute cooldown, and is your most damaging skill.
-SP drains pretty quickly if you spam too much.

I won't recommend adding SPR, but do invest in a SP recovery headgear for a quick bonfire SP recovery.
Equipment
-One hand rod
-Arde Dagger (at 75)
You could use a 2H staff before 75, it is fine.
Skill Allocation
C1 Wizard
Basic skills like Reflect Shield is surely needed. If you don't mind the short grind, I find that none of the attacking skills are worth the points, sleep has so much potential even late in the game, so add 5 points to sleep, 5 to reflect shield. The rest you can put in either earthquake or energy bolt, or Lethargy if you feel like a boss.
C1 Cryomancer
For now, ice wall has not much use, so max out Ice pike first, followed by ice bolt. Getting the 50% freeze attribute for ice bolt is good too. Finally, max out Ice wall.
C1 Psychokino
The fun begins once you add psychic pressure. Position your icewall so that you can hit as many of it as you can, stand behind it and use psychic pressure. Most enemies will melt in seconds with this combo. Max out swap and add 4 points to telekinesis for a little single target cc while your allies hit the enemy. Not many people I see know this, but Swap can affect bosses.I chose swap over teleport because of the utility. In the level 100 missions, I've helped the tanks by swapping the bosses to the corner of the room. Still, do add 1 point in teleport. It saved me time by teleporting over ledges which would take awhile to walk around.
C2 Cryomancer
Ice wall first baby!, max out ice pike afterwards, add a point to gust and save the rest of the points for C3 Cryomancer.
C3 Cryomancer
Max out snow rolling first, add 1 point to frost pillar and max ice wall. Now that your ice wall is max, you can help other psychokinos by building them their own tile of icewall.
C1 Alchemist
You won't be doing much as C1 alchemist skills are pretty meh. Max out tincturing, save the rest of your points.
C2 Alchemist
Max out Gem Roasting, max out potion tincturing, and awakening.
