Maybe good for low level stuff (under 100) for alt leveling. Those stuff arent that expensive if you are already rank 8 so could probably luck spam leveling weapons. But then again, +12% on a low gear is at most 3-4 extra damage.

The 15 skill points could be used on tincture/opus/missile instead.
