Both Sauga Motor Drive and Scale Gloves Recipe are DPK drops, meaning that after "x" mob kills in a channel, the item will drop.

Scale Gloves Recipe drops every 90~110 mobs
Sauga Motor Drive seems to drop every 2500~3000 mobs (I think?)

(I personally spent 4+ hours killing about 2000 Saugas in 2 channels to get 2 Motor Drives)

Farmed it simultaneously with a mate
Took us around 6hours to get 2 of them.
We found around 400 Sauga Cores each before getting that respectively.

So its drop rate is around 1 : 400 compared to the Cores -> 0,05%
