As of rank 8, Mastema became a viable skill (with attributes), specially for PVP. You can max it out or leave as suggested here. Drain and Sabath aren't worth it.
Stats build are now better 3:1(PVE) or 2:1/1:1 (solo/PVP), forget about SPR at all.
ABOUT
I've tested this build on iToS "early access" for a month and it worked pretty awesomely.
I didn't even need to wear plate armor, my cloth roxona set plus wizard bracelets and arde dagger worked just fine 'til the end.
I also soloed almost all my levels until all quest maps were over (at Cranto Coast) without any problems. The levels I didn't solo were for fun not for need.

ROTATION
It's depends on the encounter, but for solo monsters you'll mainly use Quick Cast (ALWAYS use it on cd)> Frost Cloud> Magic Missile> Hail> Rain (increases Eletrocute damage) > Electrocute> Repeat
If you're grinding or in need of heavy AoE damage, add Invocation (also on cd) to your rotation. Warlock mechanics are pretty much based on those little ghosts.
Only cast Pole of Agony if you're shielded or truly believe you won't die, because you need to go melee range to use it.
Cast Dark Theurge+Evil sacrifice and Meteor if you need heavy damage and your regular rotation skills are on cd.
Cast Surespell only if you're going to cast a skill with a really long cast time (like Meteor) and there are chances you'll get hit, otherwise it's a waste of time/DPS. Most Elementalist skills don't really require Surespell since they are fast enough with Quick Cast.
On long fights you can apply Lethargy (yes, it works on bosses) for the atribute debuff.
Earthquake 1 for pvp/cc purposes. It's really helpful when all those mobs are coming towards you, until the tank gets them back.
And at last but not least, Sleep is rarely used on PVE, it is basically a PVP skill and is usually the first thing you'll cast on those encounters.
STATS

And finally, Ignition as your main weapon (but if you're poor, a Vitt Corona Rod will do just fine).
As for gems, it's mostly up to your general needs according to your current gear, but Stumpy Tree Magician for Eletrocute (increases the number of targets) and Ticen Magician for Frost Cloud (increases damage) are very helpful.
HEAD GEAR ENCHANTS

Wouldn't be more appropriate to go 3:1 or even 4:1 for more damage output?
I've seen some guides with this very same Class evolution, but in all of them INT is the very most stat priority. Usually they say to put just 50 CON, and the rest goes to INT.
So please tell me why do you recommend 2:1 for PVE play.

I know first ranks go pretty quick, but no energy bolt AND casting earthquake only once per 20 sec for 60 levels may be pretty tiresome.
Reflect shield profits from SPR, while every lil' good wizard knows that putting too many stats in SPR is making their life only harder, especially as burst-type dps. tbh, i am not sure if putting so much skill points into that is a good choice.
Reflect shield on 8, while energy bolt on 5 would haste early leveling by a lot and keep your build overall idea, woudn't you agree?
Actually, that's pretty funny. i named my wizard "Usagi" (bunny in japanese) and following no-time-for-energy-bolt! i would end up focusing target and jumping around spreading AA lol
Heard that its really useless since it doesnt block anything and the damage dealt is mediocre...
Reflect shield mostly sucks. If you're solo it can be okay at best, but never use when you're in a party, no one wants their sacrament/blessing to be replaced by a puny shield :/
I have been hearing that Dark Theurge helps you tank hits such as archer shots. Is this true?

I like your build, i intend to do something similar (ele3 lv193 for now).
I currently have 1point at least in each skill to try mechanics, and already have my reset potion for later. I'll focus more on PvP (arena and gvg).
What do you think about Rain ? I'm not convinced it has any utility, +35% on 1/3 electrocute (due to 120s cooldown) doesn't seems good to me. I see you take it at lv3 so maybe you found any use for it ?
I'll probably get lv3 stone curse instead of Rain, for sleep/stone curse/sleep rotation, and CC on flying targets. And i guess it can be useful in PvP.
Also, I intend to get Matesma lv1 (and Invocation lv4 maybe), for one more aoe, is it a good idea ? (I'm not warlock yet so i didn't try it)

About Rain, it's up to you. I took rain 3 because of the increased duration, since sometimes you can't cast Eletrocute immediately after casting Rain (there are some fights where you need to move a lot) AND because there wasn't anything more useful imo (the difference between Meteor 7 and 10 is quite irrelevant and the cast time is waaaaaay bigger).
I personally don't find much use for stone curse, but since you're more PVP oriented then it may be better for you. But you'll certainly regret Mastema :~

For Meteor, i disagree, you gain 1000dmg/lv, 1500 with QC and 3000 if you have lv100 attibute (base dmg, not counting mdef target, and own mAtk/mAmp), i think it worth 0.5s/lv more cast time for 3K/lv base dmg lategame, but yeah it's matter of taste and we can't have all skills maxed.
I'll probably go for Rain1, SC3, Elec15(+gem=16), Meteor10, Hail10 (too random and low dmg imo, but maybe i underestimate it), Prominence1. But i still have time to think and try things before reset (just passed Warlock 5 minutes ago, real deal is just beginning). Thx for clarifying things. :D
